The 2nd WWE RAW & SMACKDOWN Talent Draft Lottery LIVE! Monday March 22, 2004
THE RULES Suitably vague for a WWE production, but as SmackDown GM Paul Heyman explained on Thursday, a coin will be flipped and then the RAW & SmackDown representatives will take turns taking names out of a container and those names will be each respective show's new roster. Heyman stated he is exempt as GM, so it's reasonable to assume Eric Bischoff is also exempt. Neither man was around for the first draft. Heyman's exact words were "I'm the only one guaranteed to be here next week", so everybody else (including announcers?) could be up for grabs.

Don't forget Josh Mathews, Bill Demott and that new guy on Raw! And Funaki!
Chris Nowinski, Mark Henry, Rodney Mack, and William Regal are all on the disabled list, so I doubt they'll get drafted. Scott Steiner may or may not get drafted.
Gail Kim hasn't been around in a while, so I'm not sure she'll be involved in the lottery. Shaniqua & Tommy Dreamer have similar situations.
Goldberg has left the company, so he isn't gonna' be a part of this.
And, as you said, Vince McMahon is the owner of both brands, so he will therefore still be a part of both brands.
And the new RAW announcer is Todd Grisham, as if anyone actually cares.

One note about Benoit. He was originally drafted to Smackdown in 2002 before returned from his injury. However, when he came back, he came back as a RAW wrestler. He won the IC title from RVD on RAW before moving to Smackdown.

I'm pretty sure that's it but i think there was some controversy over Benoit being on the initial Smackdown roster, however I think my statement is accurate. Even thought i think i spelt accurate wrong. Anyway, can someone back me up on this?

He then started wrestling on Raw (I'm not sure why) and later jumped to Smackdown with Eddie Guerrero. Then recently jumped to Raw by virtue of winning the Royal Rumble and having a Title Shot at whichever champion he wanted.

THE FIRST DRAFT [March 26, 2002]: Benoit, still out with a "broken neck" suffered at King of the Ring 2001, is drafted in the third round by SmackDown's Vince McMahon.
THE RAW APPEARANCE [May 27, 2002]: In Edmonton, Alberta (Benoit's hometown) Benoit came out, got into a scuffle with Guerrero, got tossed out by RAW Owner Ric Flair, got a ticket and went back into the arena, and joined forced with Guerrero (turning heel in his hometown, no less) in beating up Stone Cold Steve Austin to end the show.
THE SMACKDOWN EXPLANATION [May 30, 2002]: Vince McMahon, by phone call, tells us that Benoit isn't off the injured list so he can do whatever he wants...as long as he doesn't *wrestle*. Dandy. Dawn Marie debuts in the same segment, so we forget about the logical flaws and drool.
MORE RAW STUFF [June 3, 2002]: Benoit explains that he's on RAW to get back at Steve Austin for taking him out at King of the Ring. Makes sense. Austin noshowed the June 10th RAW, ending the Guerrero & Benoit Hate Austin angle for good. Then Vince McMahon won control of both brands on the same RAW.
THE NEXT WEEK [June 17, 2002]: After taking a week off from being all angry, Benoit & Guerrero were angry again...but at Ric Flair, for letting Austin leave.
ATTACK!! [June 24, 2002]: The night after King of the Ring (which Benoit didn't appear at), Benoit attacked Bubba Ray Dudley after his match with Eddie Guerrero.
AND NOW HE'S ON RAW [July 1, 2002]: Vince McMahon decides to put Benoit on RAW for good, but Benoit OWES him.
AND NOW HE'S ON SMACKDOWN [August 1, 2002]: Benoit, the Intercontinental Champion, jumps to SmackDown with Eddie Guerrero.
AND NOW HE'S ON RAW AGAIN [January 25, 2004]: Benoit, the Royal Rumble winner, jumps back to RAW by his damned self.
