This (imdb.com) confirms my suspicion. This is the same Tough Enough Matt that was kicked out of Tough Enough 2 because of an injury (knee, I think?) and then was brought in to the WWE's evaluation camp by Jim Ross (and signed).
So, in case you were still wondering, there you go. You can sleep better at night now.

Well, keep in mind that Matt wasn't "kicked off Tough Enough 2," but decided to leave when he was injured on the "obstacle course" built on the beach for the show that nearly injured two other individuals on the show. The trainers told him that he could either "work through it" or rehabilitate the injury and then try to get into WWE the old-fashion way of training and working through the normal routes.
Matt decided on the latter.
Many months later I saw Matt sitting off to the side at a small houseshow for OVW. He looked like he had been working out and was in the process of trying-out for Cornette and Danny Davis to join OVW. Soon after he made it, but again it was months before he started doing dark matches at OVW, and eventually showing up on the television show. At first he seemed to blow-up easily (usually working in tag-team matches to help him out there), but eventually he grew beyond that and became a main eventer at OVW for a few months now. He's decent on the stick, as well.
Is he going to WWE too soon? I can't say. I hope for the best for him, and with luck I think he'll pull it off. Worst case would be him having to work out some final kinks in WWE, but that's the way it goes sometimes. Either way, I think he'll do fine in the long run.
Ironically, another TE2 person who was injured decided to "work through the injury," and because of this, that person went on to win the contest.
It sure seems like a great story of perseverence, if nothing else.
But does he deserve an uppercard spot on a major PPV? Hell no. It boggles the mind that he and that clown Jones got the spots that should've logically gone to the World's Greatest Tag Team.
