I think the song you're thinking of is "IOU" by Freeez. If it goes "A-E-A-E-I-O-U-U, I sometimes cry", that's Freeez. It's actually a guy singing--John Rocca--but it sounds like a girl.
The Ebn-Ozn song is slower in tempo; there's a pause between each letter. Despite the impression that may be left by the cover, there really wasn't much doubt that it was a guy singing even on casual listen.
They're both good songs.
I do vaugely remember seeing and liking the "Bag Lady" video, but I have no idea who was in it.

There's an interview with Ozn here (80music.about.com) but he's not asked about it. There's another picture of this cover there and it looks about the same (except they trimmed the border - they probably had a SLIGHTLY smaller scan area )
On another note, apparently Ebn died like five years ago.
Back, WAY back, to piemanAMG says they are Ned Liben and Robert Rosen. So I can see where they get Ebn and Ozn. Wait, no I can't.
I guess "Liben/Rosen" didn't have the ring that "Ebn-Ozn" has? (Note: they rhyme!)
