Considering Brock is alligned now with Vince, that would mean Vince would be trying to help Brock. Why would he screw him out of the Title shot within 3 weeks of his joining together? If Vince had aligned with Angle, then yes, they would have been trying to prevent Lesnar from getting a title shot. But by alligning Brock with Vince means Brock's goal is to win the belt for Vince.

Vince wasnt ref, angle was, as soon as Vince hit the arena floor, he won the match, not intending to, and brock gets no title shot.
Bring heyman back, reuse that no title shot for brock clause in the contract, and voila, you have a frustrated heel brock, a face champ angle, and a great chase to wrestlemania.

Logical storylines dictate that McMahon was successful in breaking up the friendship of Brock & Kurt, turning Lesnar against Angle. Thus, it'd make sense for McMahon to give his little buddy Brock Lesnar a title shot.
From storyline, it makes sense. Plus, they've been smart enough to save the 1-on-1 WrestleMania rematch thus far, so that I'd actually pay cash money to watch it.
Plus, for your contract scenario to work, we'd all have to ignore that Vince McMahon owns the frickin' place, and can make whatever matches he wants.

It wouldn't be Vince screwing Brock out of the Title shot. Angle would say something like "Vince won, you don't get a shot". I'm not really sure if this is the way that they want to go though. What else would it be at Summerslam? Unless they want to keep Angle/Lesnar for a complete SHOWCASE at Survivor Series. The Angle/Lesnar match definetely gets overshadowed by Elimination Chamber.
They never actually came out and said the match was for a title shot. Vince said he'd take it under consideration. So, I don't think it matters who officially 'won' the match, Brock can still get his title shot at Summerslam just fine.
The problem with that is they like to do faces chasing. So if they do it at Summerslam, Brock will probably nab the title with a screwjob, and then we'll have Angle chasing for quite some time. I just don't see any decent feuds for them to concentrate on in the "between" time.

But Angle is pissed off, and thus would want a match with Lesnar. This could only work into an angle if Kurt challenged Brock to a non-title 'qualifying' match at Summerslam, and if Brock won, THEN he would get a WWE title match later in the night (or, more likely, directly after).
Why not have Heyman as Angle's manager? I could see Heyman attaching himself to Angle and going with it. It could be a complete shoot. Hell, have him gather a rag tag group after McMahon forms a Corporation to prove McMahon wrong about his skills to form a new alliance.
It has everything. A feud with real heat b/w McMahon and Heyman. It keeps McMahon on TV (which makes him happy) and it puts Heyman back on (which appeases us). This also sets up guest commentating for Heyman. Also, it keeps the Brock/Angle feud going and if done correctly, this feud could be used to build new stars (O'Haire, Cena selling out to McMahon to be in the Corporation)(I would definitely put a tweener O'Haire with face Angle, this would be classic)...and then you could have both groups fighting over trying to get Rhyno/Benoit/Guerrero/Tajiri (offers, pleas, etc.) It would be interesting and if done correctly could give SD some spice up to Survivor series with a real survivor series match!!!!
