Here is how i run things fro the Smackdown point of view regarding the CRusier and Tag Belts

Have Rey Mysterio lose to Ultimo dragon at Summerslam. Dragon could then go on and hold the title for next couple of months having some good matches and then lose it either to a returning Chavo Guerrero or Nuzinio, which ithink will be the best plan with heavy interference of course.

As for the tag belts have WGTT face APA and HArdy/Moore at SS. APA can stand around clobbing people but WGTT leave with a sneak win that makes it look like HArdy/Moore were robbed.

By this time Mysterio, Kidman should start to form a tag team and over the next couple of PPV become major babyfaces with good matches

Have Hardy/Moore lose the next big bout between WGTT raising the crowds sympathy again probably flookily pushing them up.

By this time the status should be

WGTT - Big heels but dangerous
Hardy/Moore - Heels but cheered because the crowd loves the chase for the title, remember Booker T, goldust last year they could work something like that
Mysterio/ Kidman - Big babyface have them win some sinngles bouts against Haas/Benjamin

On the next PPV have WGTT lose to Mysterio Kidman making it again look like Hardy/Moore was robbed

And then a couple of months on keep WGTT in the picture but have Hardy/Moore win clean.

    Problem: Both men are faces, no program has been started with Ultimo, and Ultimo has not looked strong on TV so giving him the title with a max of 3 weeks buildup would not be a good idea.
    Solution: Wait for the Crusierweight match until Chavo returns, which will be very soon

    Problem: Hardy seems to be starting a program with Zach Gowen. For all you Hardy fans this is actually good news, because as many have pointed out, Gowen is going to be getting some main stream publicity, which means so wil Hardy. Also, the WGTT is already in a program involving Rey/Kidman that may lead to that team splitting and fighting for the CW belt if Chavo doesnt. As for WGTT, they need to finish the program with Kidman and Rey before moving onto another challenger whether that be APA, or another team.
    Solution: Kidman/Rey vs WGTT at SS in a gimmick match, have them come close but either do the turn there, or have miscommunication cause the loss. Have Gowen/Hardy at SS and have Hardy come off as a jerk for picking on a cripple. You can also go many ways with this, including having Moore stand up for Gowen, if Hardy goes too far with the assault.

Interesting that you mentioned Nunzio in the CW title picture, as despite his ability you don't hear that much about him beyond being a cornerman for Palumbo and Bull. I've often that if they made the cruiserweight title the FBI's purpose it could be a mutually benefitial pairing, rather than Rey carrying the belt to the ring for tag matches and the FBI mattering to no one.

First, Nunzio steals the belt with FBI interference on TV. A similar result in a longer PPV rematch instills the fact that Nunzio can actually wrestle with fans unfamiliar with him from ECW. While Nunzio wrestles solid CW matches, he looks vulnerable as most heel champions should, often only retaining due to interference from his goons. They could probably generate more interest in the title and the non-Mysterio guys in the division if they created an actual struggle for the belt rather than just using it as a prop for different midcarders to carry around and only defending it when they need a title change.

Thank u that's a very good way to use the cruiserweight belt and it was going to be one of my ideas with heavy interference.
I've also got some ideas about what to do with the heavyweights if anyone wants to hear it

Anyone heard who the dream partners are for the Briscoes? I really can't get out to the show, as I'm entertaining guests. But I've heard Ohtani and Masato Tanaka have been doing some dates for ROH.
