Bucs: Simple, because the Hardyz have been pulled from tv for the time being
Seriously, those guys are the best ones I can think of for fitting that prissy well built Guppie stereotype in the WWF. Now I say if they wanted to just go truly surreal, they should have plugged APA into the role. Imagine the stereotype busting that would do. Beer drinking, ass-kicking, card-playing rainbow warriors. How progressive that could be.
Here's the main problem I have with it: it doesn't make any sense. I mean yeah Too Much was supposed to be homosexual, but we had never seen them before in any kind of prominent role. We've seen Gunn and Palumbo before, why would this just come out of nowhere (oh man that sentence is just asking for Gunn jokes...dammit). Oh well, they'll get over...for a while. It's just a matter of time until they are "accessorizing" those Tag Belts. I guarantee it.
And I think you're fat. So how do you like me now?
The thing with Too Much is they didn't become a "gay" tag team until the corwd chanted "You are gay" at them on a Shotgun taping and they decided to play along with their touchy-feely routine. And it only worked because it was implied, not outright said.
As for Gunn and Palumbo, they seemed more full of themselves than gay up until the gay guard said he liked them. And even that doesn't neccesarily mean anything.
Actually, I'm surprised the crowd didn't immeadiatly start chanting "faggot" as soon as the guard came out to Stephanie. Probably because he shot down Steph, but still surprising.
well, lenny and lodi had to become "brothers" and the whiners still had them taken off the air. maybe vince is just seeing how many of chickenshit, got nothing better to do than complain groups at once. Or maybe it's just a big joke. I can see wrestlers going on with just about whatever the writers tell them, but they almost certainly would have to agree to do the act outside of contractual obligations due to the fear by the employer of some type of sexual harrasment lawsuit. I think this could possibly also be a way of embarrasing Gunn out of his contract, which I suspect is probably some kind of high dollar, long term thing signed back when he was DX and is being used because they are paying him, kind of like Big Show.
"My parents said I could be anything, so I became an ASSHOLE!"
Just for the record, the blonde guard was ECWA's Cheetah Master and the guy who came and collected the wheel chair was JJ Johnstone (FKA JJ The Ring Crew Guy)

Is he a competent worker in the ring? Seriously, he has the "promo" stuff down pat; if he's a good wrestler as well, he should have a bright future in the big leagues ...
I believe the security guard in question played a casting director on Smackdown this past summer. It was when The Rock and Booker were fueding, and Booker auditioned for a movie because he was jealous of Rocky's Hollywood success. The blonde guy shook his head in disbelief as Booker (poorly) recited his Shaeksperian lines. Maybe I'm way off off, but I'm pretty sure that was him. Anyone else remember that?
Anyways, I hope they use him some more, as he seems pretty good. Maybe they can work him into the Gunn/Palumbo storyline, since they all seem to be such good "friends."
I think it's all a plot to get Palumbo away from Sean O'Haire so O'Haire can actually be cool when he comes back. Face it: O'Haire wears shorts, Palumbo wears the red panties. I thought PalumbAss looked gay even before they started doing the routine because Palumbo looks like a faggoty porn-star with his hair, bad tan and of course, the red panties. I hate this angle.
Here's the main problem I have with it: it doesn't make any sense.
There is such a thing as someone discovering their "latent" homosexuality, you know.
But just because the "gay" security guard thought Gumbo was "hot" doesn't mean THEY are "gay," you know. I think the creative team has something else in mind with them.
Of course, now that I've said that, both guys will get breast implants.

Cheetah Master was a lot better than he is now but the big reason for that was because he blew out his knee playing a pickup basketball game. He missed at least a year of action and that hindered him somewhat.
He currently just returned from a "retirement" angle where he is feuding with Prince Nana. He is probably the most popular wrestler in ECWA. He still can have decent matches but nothing from like the past year or so stands out.
He had some good matches back in 95-96 - most notably the three-way from the 2nd Gilbert Memorial.
And like someone else mentioned, he has been used in skits before by the WWF. Though I don't think it was as the casting director. He was used as a bouncer in one of those "The WWF follows the APA to a bar" skits.
For starters, if Vince were to do a gay angle, wouldn't common sense kick in and tell him to use Bull Buchanan and Kane?
And as for Palumbo/Gunn, all I'm gonna say is this. They walked into the arena dressed in their street clothes, and tried to pass it off like they wore those headbands around the city. Why in the high holy hell do they wear those rediculous head bands outside of the arena? In DC? I've been to DC. Next time, let's have a little realism, and show what happens to someone who's wearing a bandana with their name on it on the streets, when it's dark out, in DC. Either they'll be mistaken for a wino, or they'll be shot. That simple.
Lenny and Lodi were one of the few things in 1999's WCW that actually drew real heat, so this whole gay tag team thing isn't a bad idea at all, as long as it stays at the level it is at (meaning no marriages, same last names, etc).
Implied homosexual tendacies has probably made billions of dollars in wrestling, and this is no different.
Braun vs Big Show steel cage showdown was as good a modern WWE cage match as you are going to see. There felt like some actual hate with very little escaping spots. Just two big bastards throwing their best shots.
