It would be based on team by team revenues with a $34-36m ceiling and a $22-24m floor. It's a first step but an agreement is still a ways off.

| #2 Posted on 8.6.05 1811.00 | Instant Rating: 1.74 | Any step is closer to hockey. While they still need to agree on what they'll do with free agency and arbitration, the big thing was the cap. I am hopeful that this is the start of a new CBA and the return of the NHL in October.

Bettman's always been about crushing ze union. His owners lost, collectively, much less money by not playing this season than they did in any recent year of the latest CBA.
The owners (and Bettman) needed to prove to the NHLPA that they weren't worried about tossing away a whole season to change the system.
