Lighting Up at Beach Is Banned (news.yahoo.com)

Seeking to stamp out cigarette-butt litter and secondhand smoke's ill effects, Santa Monica has become the second city in California — and the first in Los Angeles County — to outlaw smoking at the beach.

If the Santa Monica City Council again approves the ordinance at its second reading April 13, the ban will take effect May 13, said Deputy City Atty. Adam Radinsky.

"It's one more piece of the puzzle for healthier communities," Mayor Richard Bloom said of the new ordinance, which passed at midnight Tuesday on a 4-2 vote. "It's really important for smokers to start focusing on what they're doing with their cigarette butts."

Santa Monica, which a year ago banned smoking at city parks, once again is in the vanguard of a movement backed by anti-tobacco and environmental groups. Last fall, Solana Beach, in northern San Diego County, led the way in banning smoking on the beach.

Other coastal communities are lining up to ban butts. Last week, San Clemente's council voted to direct the city attorney to draft an ordinance for the city's beach and pier, and on April 6, a Los Angeles City Council committee will review a proposal to prohibit smoking at the city's Venice, Cabrillo, Dockweiler and Will Rogers beaches.

If Los Angeles joins Santa Monica, "We will have a 13-mile stretch of California coastline with no smoking, and that will just send a tremendous message," said L.A. Councilman Jack Weiss, who told the Santa Monica City Council that passage of the ordinances would send "shock waves" through the state.

"What we've learned is that people are discarding their cigarette butts everywhere," Mayor Bloom said. "They litter our streets. When it rains, they go into the storm drains, and the storm drains empty directly into the bay. This is one of many reasons we have pollution in the bay."

Santa Monica already bans smoking at indoor restaurants. The newly passed ordinance would also cover outdoor dining areas on the pier... The ordinance also bans smoking at bus stops and other public waiting areas and sets $250 fines for violators of a new state law banning smoking within 20 feet of any door or window of a government building

One more win for the Truth Commission that we see advertised on Smackdown every week LoL. Cigarette butts are pretty annoying walking the sands, but I'd never imagine them banning smoking in such an open area like a beach. As a non-smoker it's no big deal for me just found it interesting that they are banning it outdoor locations.

If they wont police their butts, I think the answer would be a designated area with ashtrays. Not a good solution but hey. Plus going to the beach and lighting up seems contradictory to me.

I'm all for it. Ban smoking anywhere but your own home or car is my call. It is terrible around here near the IoM ferry sometime, so in Calif. it must be bad, but I never had a major problem in walking in fag butts on the beach to be honestly.

But then again I'm I a non-smoker as well but passive smoking annoys me great deal.

Anyway...I'm all for it. Smokings banned in most public places to begin with as it is out here. I'm curious to see what smokers will have to say about this. They tend to be vocal about these things, but, I think this is less about smoking and more about actually trying to keep the beaches (and in turn the oceans) a bit cleaner.

One additional reason for this law that wasn't mentioned--barefoot kids stepping on hot butts. I'm always paranoid about letting my boys take off their shoes at the beach because of all the junk in the sand; it would be nice to get those places just a little cleaner.

Of the beaches I've been to, it seems that other trash from food is more fo a problem, but I imagine we wont be seeing a ban on food at the beach anytime soon.

And my mom wonders why I don't want to go to California . . .

But this type of shit irritates the hell out of me, just more nanny state regulations disguised as something else. Why don't they just come out and ban smoking outright, better yet, lock us sinners up in some prison. Wonder if Santa Monica bans glass bottles as well? Doubt it. Next is Booze, then red meat, and of course woman's razors, these sissy mary people won't be happy til we are all eating tofu out of a hemp sack. Well I need to light one up, so maybe I won't be here when those laws drift out east.

Eh...I’ve given up fighting any kind of politico-based ordinance, as it really boils down to nothing more than a feel good issue for people who have nothing better to do with their time than to take away something that’s still 100% legal. People in California happy about having smoke –free environments should probably take 2 seconds away from their sunbathing and look at how blue their skies are (oops)...and that ain’t second hand smoke keeping a nice haze over the large metropolitan areas.

Unfortunately, smokers usually go out of their way to cause their own doom. There is no excuse for tossing a finished cigarette anywhere but an ashtray (or - when we go to the beach, in whoever’s beer can / bottle is empty first.) But, as far as in a public place like a beach, that’s called LITTERING and there are already rules in place for that type of behavior. All this appears to be is another shovel of dirt on an issue that’s dead dead dead.

The anti-smoking crowd has already won, as it appears to be more “socially acceptable” to urinate on public property than it is to smoke there. WHAT ABOUT THE CHILDREN?!?!?! They’re off getting abortions while waiting for their Prozac prescriptions to be filled. Well, not all of them, but not all smokers are Satan either. It just feels that way sometimes...

Simple reason why they will never ban smoking outright: Cigarette taxes are one of the key components of most states budgets. The government bitches about smoking all the time, yet they are overly-dependant upon the revenues to survive. So, they'll cry about how it hurts children etc. and that's why they need to raise the cigarette taxes (to protect the impressionable children), all the while the main reason they raise them is because most state legislatures are run by lobotomized baboons who don't know how not to spend the citizens money. And, I'm a non-smoker who is bitching about this, so its not like I have any personal motives.

Edit: I'd like to apologize for my comparison of state legislators to lobotomized baboons. Lobotomized baboons don't deserve to be slandered in such a manner.
