Maybe my Java is just really screwed up or something?

Yes, that's the original (Puck-Man) romset... except that it's running quite a bit faster than the arcade version. That's probably a throttling flaw in the Java applet, not a ROM variation.
If you want to try a non-videogame sort of emulation and you have sufficient hardware (probably 800-1000MHz minimum), try Visual Pinball. In conjunction with Visual PinMAME and scanned and recreated tables, you can play pretty good simulations of just about any solid-state pinball machine you can remember.

To be fair, if you count their other licensing efforts, they had quite a string of hits in the early 80's -- the Williams line (Robotron, Joust, Moon Patrol, Sinistar), the Pac-line (Pac, Ms., Baby, Super), other Namco titles (Rally-X, Mappy, Galaxian, Galaga), Bally/Midway games (Spy Hunter, Tapper, Satan's Hollow, Rampage, Solar Fox, Demolition Derby, Tron), plus some relative homegrowns like Gorf, Omega Race and Wizard of Wor.
Now, if you want me to name anything they've done SINCE 1986 that's been worth a shit, that's a much more difficult question...

But I repeat myself.
(Mortal Kombat I'll _grudgingly_ grant half-a-point to, just for pushing the envelope a bit in the name of gratuitous violence. MK II is said to be a bit better in terms of the fighting engine. The sequels and subsequent projects were execrable. NBA Jam was a quarter-sucking monstrocity, though (again) I'll give half-a-point for the polygon tank-game easter egg in the original that you could play for free when you were bored.)

Tastes differ. I've played it in both forms (rented it for DC, played the arcade version at the local pinball parlor several times), and it didn't do anything for me. Good graphics, a decent physics engine, but nothing that made me really want to own it.
Of course, it's not the first time that I haven't "gotten" the appeal of a game that most others adore (see also: Final Fantasy VII and beyond, the Resident Evil series (particularly the original), Tony Hawk).
