It seems odd that the WWE would take the time and money to create a poster just to trick a SMALL percentage of the fanbase.

I think that's true here. By losing the title, Cena has found some of that fire he lost by winning the title this early in his career. Edge, meanwhile, has become a compelling heel champion with a great hook.
