Not an ROH or Nigel follower or all, but didn't he appear on "HEAT" once or twice, circa 2005? If so, was he under contract with WWE then, or was he just brought in for a quick appearance like many HEAT and Veolcity jobbers of the time?

It's possible, you can find a lot of Velocity and Heat matches on youtube featuring such fine wrestlers as CM Punk, Bryan Danielson, Ken Anderson, Samoa Joe, and a whole bunch of other indy sensations.

For extra fun, look up Damon Striker's matches on WCW Saturday Night.

Nigel faced Doug Basham on the 09/11/05 Heat. (See: thecubsfan.com, and probably some other site.) Might have been another, but I didn't find it.

I believe he was just a local being used, but he did train at HWA back around when they were a developmental territory. this is the first time he's been under contract, but they've surely been aware of him for a while.
