|I think that's fairly reasonable, if he didn't have much in the way of prior convictions. Jail time should make an impression, and nothing here gets in the way of a civil lawsuit down the road.|
That said, watch him get caught speeding within 18 months of today..

Not really. As long as they have a representative sample, the basic rules of inferential statistics apply and they can infer the sample resonse averages back on the overall population.
