Is he the mid-level face they need so badly on Smack!down? I think he could fit that easily. But they'll still throw some faces over there in April's draft. I just hope they put him on SD, so he can work. Rather than on RAW where he would have to act.

I'd be surprised if Mistico was on TV by WM. It was a long time between when Alberto del Rio signed, and when he finally made it to the WWE. Part of that was injury, but his style was close to the matches WWE works than what Mistico's been doing of late. Think SummerSlam or much later.
The deal in 2007 wasn't as much nixed by the creative committee as WWE just didn't make a strong enough push to steal Mistico away at that time. Mistico had a lot of security as CMLL's top star at the time, and WWE really hasn't spent on 'unproven' talent since maybe Brock Lesnar. Circumstances have changed for Mistico.
The Ultimo Dragon comparison is actually fair; Dragon was not the Dragon he was before the botched arm surgery*, but not being able to do WWE promos hurts. It was said in 2007 that Mistico had similar language problems, but it has been three plus years, he's been thinking about this move for a while, and he could've been proactive about it.
* - there's another conversation about if Mistico is the same Mistico he was three years ago, but I'm making this too long.

The Dos Caras Jr. mask looked pretty boring, so maybe taking it off him wasn't a bad idea.
