Seems funny that an "independent contractor" has to get approval for a tattoo from his "employer."
(BTW, it was the name of a friend that had recently died. It's not like he was getting the Brock Lesnar or Scott Steiner chest tattoo.)
Considering that tattoos could potentially impact a wrestler's potential gimmick, I don't mind WWE requiring permission for tattoos, and they're pretty much free to enforce their internal rules as they see fit. (The "independent contractor" vs. "employee" distinction, well, that's another topic. Suffice to say, I come down on the employee side, considering WWE's rules vis-a-vis other feds.)
Had the aforementioned developmental guy been able to get a hold of whoever he needed to in order to get permission (the story was that this guy was out of the country and wasn't coming back until after the artist would be available), I'd HOPE he wouldn't have had a problem getting permission. The whole situation shouldn't have been a big deal, but it put him in the position to get sacked after a much bigger infraction (blowing off physical therapy, which WWE was paying for, after they gave him a raise in light of his financial woes).
As for Kizarny, the gimmick had very little in the way of legs, not to mention that he should've been Evil Doink 2009, not a happy-go-lucky face. Stinking it up in his only televised match couldn't have helped, but this was a total non-starter. Hopefully he can get another, better shot.
Is this one of the biggest discrepancies between weeks of promos building up a debut to actual in-ring appearances of a character? I think it's somewhere between Sean O'Haire and Beaver Cleavage.

Well, Vade Hansen's ratio was 1:0, which is like INFINITY MILLION. There are probably a few other something to zeroes if we think back.
I think the last many:one ratio was....Tiger Ali Singh? Brakus? Did Key have any vignettes?

I don't think so, I think he just showed up all white and fat. "He's the pusher!" Does Hirohito count?
Man's Man Steve Regal is probably up there. Key (I thought it was Kilo?) turned up in the crowd like twice with no fanfare, then wrestled maybe one match on Shotgun.
Going back to the tattoo thoughts, I wonder if the precedent of trademarked-image tattoos led to this. Helms has the Green Lantern logo and Punk has Pepsi and Cobra. Their promotional images usually are Photoshopped to remove them.

Glacier returning in WCW? That's a many:0. Hogan in TNA?
I thought Glacier DID return, as a bumbling self-deluded hero-type. Did I imagine that? I wouldn't count Hogan's TNA vids-they weren't selling a gimmick. But that's just my take.

Yeah he took in Kaz Hayashi as his protege and later passed on his "armor", and mask he wore when entering the ring making Kaz the inheritor of his legacy.

There was some sort of contractural dispute over the name? It's all hazy.

He's hardly got no credibility with the fans. The APA were hired muscle and I can certainly remember them handing out a lot more beatings than they received.
