Chris Jericho responded on Twitter (twitter.com) to people saying that he hasn't honored his own word when he said he'd quit if he lost at NoC:

Hello Internet experts. Allow me to explain something to u kiddies. Winning and losing means nothing if you do it properly.
I would be happy to lose to every single one of you and watch your faces as I walk out of the arena with more heat than before.
Watch and learn children. Sit back and let the real experts work our magic as we make u behave like the puppets that you are. Cheers!
All this from about 9 hours ago. On an unrelated note, he also tweeted that he got into the Observer Hall of Fame.
@Mods: I guess you could move this to the Raw thread if you feel it doesn't justify a thread on its own.

Only problem with the quote is it's incorrect. Nine out of ten times, a loss is bad for a wrestler. There have been a few occasions where there have been exceptions, of course. Let's say, Austin losing to Bret at 'Mania 13, or Bret losing to Davey at Summerslam '92. But for the most part, if you're losing all or most of your big matches it's bad.
Getting rid of Jericho two minutes into Night of Champions didn't help that match. It kind of irritated me to the point where I enjoyed the rest of the match less. That kind of stuff isn't "losing right". As for his smarminess about being a heel, it seems a lot more like him excusing shoddy booking where stipulations are never ever followed up on. He was supposed to be "off RAW for good" when he and Big Show lost the tag-titles to dX. And probably a half dozen times before that which I'm forgetting. Conditioning your audience to not care about stipulations because everything just resets to how it was before isn't being a good heel. It's just shit booking. The buyrates are going down as the overhyped gimmicky theme PPVs get ever more prominent. I love Jericho but he's just rationalizing a shitty WWE booking philosophy here.

There is a much more pressing issue brought to light by scanning Jericho's Twitter feed:

Compliments from Miz to Jericho? Jericho comparing Miz to Storm? When the hell did Jericho and Miz start being all buddy-buddy on Twitter? This is disappointing.

Off & on for a while if you follow both of them. You'll occasionally catch a glimpse of a back & forth. Depends on your time of when you hit the tweet machine up.
One thing to remember though, is at the PPV itself, Matt Striker said before the match, something along the lines of "Jericho has changed his mind and cancelled the stipulation he made".
