I was at my dads last night, and he mentioned that his computer has been acting differently the last couple of days, getting a lot of pop ups when running IE. So i took a look at it, and on the desktop there is a icon for SysProtectScannerInstall.exe .... is this the problem?

Look I like helping other people with computer problems, really I do. But when it involves something as simple as plugging the filename into google and every link answers your question, well you're better off just going there rather than asking us to essentially do a google search for you. Anyway:
Oh it's not really a problem, but even if someone had experience with it they likely did a google search and followed instructions they found there so it's likely you'll get a link you'd find if you searched yourself. Not saying it's bad, just kinda pointless on your end as you're left waiting for an answer when you could already have one.
Apparently the European Commission and Microsoft worked out an agreement whereby Windows users who have Internet Explorer as their default web browser receive a screen that lets them know that other browsers are available. It's pretty interesting to me....
