Napoleon Dynamite, that is. I know this isn't anything new, but I don't remember seeing this posted anywhere on here. My roommate just pointed it out to me today. I wonder if the legislature was just like, "Okay, we want to show you guys some love, so why don't you write up a bill and we'll sign it?" An amusing read, if nothing else.
