It's obvious he is coming back to face Randy Orton (and that "paid for by the friends and supporters of Randy Orton" bit was great). The questions are how and when will he come back. Will he come back as Mick Foley or as either Cactus Jack or Mankind? Will he come back during the Royal Rumble, sometime after, or NEXT WEEK on Raw?
My original thought was that he would come back as Cactus Jack since they are pushing the "Hardcore Legend" thing so much. And, I was thinking he might even return during the Royal Rumble specifically to attack and eliminate Randy Orton from the Royal Rumble. They could have Randy Orton use his RKO to lay out the few people in the ring and while Orton is showboating to the crowd, the time runs down for the next entrant and the old Cactus Jack music starts. Cactus Jack comes out with the "Bang! Bang!", jumps in the ring, and starts the brawling with Orton. He would eliminate both Orton and himself with one of those running clotheslines against the ropes. Then, he would jump up on the apron of the ring and do the old Cactus Jack elbow off the ring and onto the concrete floor.
However, I noticed that next week RAW is in the Nassau Coliseum from Long Island, which is Mick Foley's home court. Will Mick return next week at Long Island or will they just have Randy Orton antagonize him from his home arena to further the storyline some more before Mick returns?
The week before Royal Rumble on Raw OR the week after and we've gotta either have Mankind or just plain old Mick Foley. Wrestlemania XX: The Rock and Sock Connection vs. Evolution
If he was gonna be Cactus Jack, he would've been Cactus Jack the night he walked out. I think he comes back as Mick Foley.

Yes. It was indeed a few weeks after Wrestlemania XIV, where Cactus Jack and Terry Funk had won the Tag Team Titles from The New Age Outlaws. The night after, they were forced to give the Outlaws a rematch in a steel cage. HHH and a returning, and still unnamed, X-Pac made a run-in, handcuffing Funk to the cage, beating down Foley, handing the match and the titles to the NAO and forming D-Generation X v 2.0. (With Shawn Michaels' near career-ending injury, D-X was down to just HHH and Chyna.) The fans chanted for new WWF Champion "Stone Cold" Steve Austin to come save the day. (Who, I believe, had been arrested for assaulting Vince McMahon for the very first time earlier in the show.)
The next week, Foley - as Cactus Jack - cut a sit-down promo about how much he gave for the fans, how he put his body and his life on the line for the fans - and chastized them for chanting another man's name when he was down. He then walked out of the arena, saying that "it'll be a long time before you ever see Cactus Jack again."
The next week - he stopped what was to be the first McMahon-Austin match - back when that was an amazingly fresh and shocking development - as the new corporate champion Dude Love.
And Cactus Jack wasn't seen on WWF TV again until the "I think you know the guy" promo, shortly before Royal Rumble 2000. (Well, except for one RAW "clipboard show" in 1999 where Cactus fought Mideon and Viscera that I think has been permanently erased from continuity.)

Oh yeah, that Tag match was brutal. They had Foley and Funk Handcuffed, right? nad just repeated chair shots to the head.
Ahh, as stupid of an idea as it was, Cactus Jack and Chainsaw Charlie was a great tag team. Hell, even the WM Dumpster match was pretty awesome. Even with Billy Gunn! Ba-Zing!

Your first scenario would work perfectly, but I believe they're saving the returning-wrestler-to-only-enter-Rumble-to-take-out-one-wrestler schtick to Taker going after Kane. They could fit both, or save Taker/Kane for after the Rumble. Either way, it would work. Personally I would give a SD guy (Benoit) the Rumble, and then the night after when Bischoff/Austin have their number one contendership match for Mania, have Orton either a part of the match or a guy who is trying to interfere. Enter Foley. Foley/Orton at Wrestlemania.
It'll be really cool if Foley comes back but how is he gonna do it? How are the RAW plot writers gonna excuse him from running off when he was gonna have that match against Randy, in which I might add- the I.C. belt was on the line! He would have been Co-GM/IC Champ! (besides the point...)
Are they just gonna say, "no, Mick didnt run away from a fight- you just imagined it" and then have Mick make a glorious return to be another greatly pushed yet generally inactive superstar? ah, hell- who knows, they probably will.

I love the Foley at Rumble idea as a way to get Orton eliminated (okay, so maybe I just want it because I have decent tix to RR). Unfortunately, I also think that RR has enough going for it and they can easily hold Foley's return off until a Raw for ratings purposes.
I do not believe that Foley will return this Monday. They need to keep the Orton vignettes going and keep reminding people about this angle. They should of course hint that Foley might come back on Raw from Long Island, but they should really hold it off. Orton vs. Foley as a big February PPV-like match on Raw should hold over this feud and lead it to WM XX.

Cactus' return was actually a one-night affair as part of one of Commish HBK's power trips against the Corporation somewhere in 99, when he booked Mideon & Viscera vs Cactus (because he just wanted to see him) in a hardcore match.
Then, a while later, the "I think you know the guy" promo.
