No way to tell what the locale is until the trailer. However, given the symbol and styling of American currency in the logo, I'd venture to say it's in the US. Someplace.
I'm guessing Zeruel guessed DC because he's in the metro area, but unless they plan to make it DC/Baltimore there won't be any skyscrapers. It'd make for some very pretty scenery, the BW Parkway really comes to mind, but I dunno. I'd like to see them go back to the roots of the first GTA which had multiple cities (though San Andreas in that game was just San Fransisco). Rockstar has already touched the 90's, 80's, 70's (the Warriors), 40's (L.A. Noire), and old west (Red Dead Redemption), so I don't know about the timeframe either.

Let the speculation begin. I'm guessing from the logo they're going for a Vegas theme. The first official trailer will be revealed on November 2nd.
They already did Vegas with San Andreas. From the logo, I got a money vibe. The Treasure Dept is in DC, so that is my guess.
The obvious guess would be NY and Wall Street but they've done NY, twice now with 3 and 4, that they need to go to a different location.
Wasn't San Andreas South Central LA?
If memory serves, San Andreas was a combination of multiple distinct areas/islands: south central LA, Las Vegas, San Francisco, and rural California. I think "San Andreas" was a fictional state.
