Deadline reports a Green Arrow pilot is in development at The CW (deadline.com) but not affiliated with the people who produced Smallville. It is being run by some of the people who produced the Green Lantern feature film. Nor is Justin Hartley, who played Oliver Queen on Smallville, involved.
It'll just be called Arrow and will not be linked to the character from Smallville or to what's happening in the current comics, where Green Arrow is a "James Bond meets Steve Jobs" global crimefighter backed by the technology of Q-Core.

It seems like a bad idea to produce a Green Arrow show when Smallville and Justin Hartley are both so fresh on the minds of viewers. But other than that, I like the idea. Ollie Queen's always been one of DC's more interesting characters...when you put aside the terrible Judd Winick runs, of course.
That is, without question, a Warner Brothers initiative. "Nothing we do should be in any way connected to anything else we do. Otherwise, people who like things will get confused and stop liking things." Those people couldn't cross-promote themselves out of a paper bag.
I can't imagine it being worse than Smallville, but Green Arrow was one of the few bright spots of that show, so who knows. Why not do Emerald Knights with Green Arrow and Green Lantern? We all know there is very little chance of Green Lantern 2 coming soon or at all. Make it a buddy show with some of the other DC characters. At least we get Sinestro Corp. War or Blackest Night since Arrow's rogue gallery is pretty small.

Yeah, they might as well use someone in GL's rogues gallery. Marvin and Wendy from the old SuperFriends cartoon could take this group. (OK, not Deathstroke, but the rest of them.)

I have been waiting for her debut on the comic ever since I heard about her taking over at #7. I have never been excited about Green Arrow before - I am now.
It sounds a little like the character listing for Gossip Girl.
That is all of CW's cast listing for all of their shows is that of Gossip girl. This sounds exactly like Smallville, take part a good chunk of the origin, change it a bit to add a family tragedy, sprinkle future enemy/best friend and have a love interest that is sort kinda not really from the comics. Terrible, just terrible. DCU, I have a few letters for you on who you should go to to do your TV shows, FX and AMC. I understand WB owns CW, but God lord.

Katie Cassidy cast as Dinah "Laurel" Lance. (tvline.com) I'm not sure why "Laurel" is in quotations. I like her though; she's been in a ton of stuff. Not great stuff, and I wouldn't have thought of her for Black Canary, if she does become Black Canary, but this is all right with me.
There's also a bit in the article about who's playing Oliver Queen's mom.
Another update: Willa Holland cast as Thea Queen (superherohype.com), Oliver Queen's younger, rebellious sister. They're certainly not looking too far out if The OC, Melrose Place, Gossip Girl oeuvre for casting female leads.
