The IAEA found Saddam had these explosives which were in violation of the 1991 cease fire agreement. These explosives were marked in boxes with the IAEA stamp and secured in these bunkers sometime in 2002.

I'm not sure to chalk this report up to lazy journalism trying to get a scoop or deliberate bias. Probably both.
They ran the footage here last night and there was was indeed an IAEA seal on the door where the chain was cut. If there was an IAEA seal on that door, that means the explosives in there were earmarked by the IAEA and that they were powerful enough to have been sealed up.
The footage was definitely taken in mid-April by people on the ground with US forces, so they were definitely there after the invasion.

I thought video footage of catching him in a flat out lie was plenty credible enough. All the violations in the world doesn't change what happened in that video.
