Questions questions, I know; I find this fascinating, and I'm curious as to how this works.

| #63 Posted on 24.11.03 1621.42 | Instant Rating: 5.96 | The gist I got from what he said was that every IP number has a WHOIS tag that basically tells where that server is located (and probably where the majority of the users are located, as well). Sometimes, servers in some countries have users from others, which is why the flags had to be changed (as the WHOIS tag gave the server's locale instead of the user's).
Or maybe I'm just talking outta my ass.
