Your milage on this news may vary, but The Rock and WWE have announced that he will in fact be at WrestleMania. I'm not sure if this comes as a surprise to anybody or not, but he has sort of made it sound like he will have an active role of some kind so adjust your fantasy lineups and bookings accordingly.
I'm not a Rock fan and he probably won't increase bonuses for buys with the new Network structure, but I'm sure he has something to promote and will get WWE some time on Access Hollywood that they seem to crave.
I don't see him wrestling, but Rock-Brock makes some sense except for Rock risking injury, so I don't know. I'm going with Rock in someone's corner as my official prediction.
WON is saying Rock won't be wrestling due to movie commitments. That kind of makes sense for the way they've announced it - they would've waited for Rock to be able to come to RAW and tease a match if there was going to be a match. (Plus, he breaks every time he has a WrestleMania match now.) I don't think you can have him just come to talk again, because they've done that a few times. Maybe special guest referee?
Rock coming back has to happen if they want a sell out. He is one of the biggest names in Hollywood that they really don't need to do any celebrity crap. I am ok with him not wrestling, but he has to be involved in a match at some point.

This. They are clearly building to Reigns vs. Trips (potentially for the title, though hopefully not), and Rock in Reigns's corner is a natural fit given shared heritage and continued build for a Rock/Trips match in a year that Rock CAN wrestle.
