The B-plot of this one easily makes this one of the best episodes of the season. The B-plot sees Stewie making a clone of himself to do some of his work, with the clone being purposely made dumber. It gets so much better when Stewie has "Bitch Stewie" make a clone of Brian, which comes out even dumber. The one-liners from the clones were completely off-the-wall and I really feel like I laughed more at "I sharpened a pencil in my bum and now I need a band-aid" a lot more than I probably should have. The ending of it may be cliched, but FG pulled it off the only way they can: incredibly gross, yet amusing.
The main plot of Quagmire having a baby left at his doorstep is something that's been visited in many a sitcom and this one didn't feel like it revolutionized anything. The lead-up to it with Peter buying a ham radio and hanging out with "Ronald Reagan" didn't do anything for me either.
The main plot wasn't much good, but the clone antics absolutely make this a must-watch.
How abrupt was that segue from ham radio story to Quagmire's baby story? It literally went from "I want my money back" to "oh, look, a baby." Even at its worst, The Simpsons was never that bad with transitions.
Without question, the funniest moment from this episode was World's Wildest Police Chases with The Flinstones. That will rank up there with the Nat Geo Special on Fire Trucks and "Show me potato salad!" as one of those scenes that I could watch hundreds of times and laugh every time.
