According to the article, in 1994 "the U.S. agreed to provide North Korea with two light-water nuclear reactors in exchange for Pyongyang ending its nuclear weapons program." Don Rumsfeld sat on the board of directors of a company who wanted to provide the design and components for the reactors.
The point I'm getting is that because Rumsfeld hates the communist regime of North Korea, he should have either stood in the way of the attempt by his government to appease the North Koreans into ending their nuclear weapons program or he should have spontaneously combusted.
CRZ sez: Ah ha! Paraphrasing Our Great Dictator will flush him out from lurking in the reeds. This information will be verrry useful, should a regime change be necessary in the future. Seriously though, I don't buy it.
