He basically wants to take people out of the really bad areas and move them into one concentrated area, in order to give them better services. While it seems like a good idea, I am not sure how to implement it, or where are you going to put people.
When I was a kid, I lived just outside Detroit, and whenever we'd go into the city, it seemed so huge and bustling. It's amazing and sad how far Detroit and Michigan have fallen on hard times.
