What I don't get is how Jerry Jones danced around this question for so long, and whoomph, it's done when it's finally on the back-burner set to low heat just to keep it mildly tepid.
Oakland sounds likely, but I could easily see him going to any AFC West team. Both Denver and KC are revamping, and appearantly willing to make deals, and I could easily see San Diego making a bid if only because their GM has his head up his ass.
Realistically, the only teams that have cases to NOT sign T.O. would be San Fransisco, Philadelphia, and Dallas. The highly doubtfuls would be Seattle, who just got Houshmandzadah, along with Arizona, New England, Carolina, and Cincinnati who have big name recievers (emphasis on 'NAME' in regards to Cincy), Pittsburgh as well but more for the reason that his style of play doesn't fit in with the team's philosophy. If the Giants are really set on Burress, they're on the highly doubtful list too.
I have a weird feeling he winds up in Washington, though. Dan Snyder runs the 'Skins kinda bad, and I could easily see Owens in the ol' Burgundy and Gold before a working offensive line.
So who gets a contract first, T.O. or Marvin Harrison?

I'm rather shocked by this. You mean that after all the antics he pulled to undermine the team, they wait until over two months after the end of the season to get rid of him? Why wait that long when you could had chucked him out much sooner and get someone that was still on the market at the time and nearly as good, like T.J. Houshmandzadeh?
Now I don't see him getting a long-term contact because like Manny in baseball, he has burned too many bridges to be trusted on a team over a long period of time. But he's still good enough and a big enough name to get a pretty good 1 or 2 year deal. I could see him more in the AFC East with either the Jets or Dolphins, two teams that are possibly playoff worthy next season and could use a WR to get to the next level. I just hope the Giants don't consider him for the #1 reciever spot. They have a good team chemistry and don't need a drama queen like him screwing it up. Then again, they are seriously considering keeping Plaxico if he beats the gun charge and I think he's even worse for team unity than T.O. Unfortunately, I get the feeling that their desperate need for a #1 WR will outweigh keeping one of those two headcases out of their lockeroom.

Easy. Owens for three reasons:
1- He hasn't decline as much as Harrison and can still be a #1 WR, while Harrison is considered by many to be only a #2 at best. 2- Like it or not, T.O. gets his name known and remember far more out there in the public eye, so it probably means more attention for the team he's on than Marvin's teams... and maybe more revenue as well. 3- At least T.O. doesn't have as big a problem with the law like Harrison kind of had last year. If you believe this ESPN article (sports.espn.go.com), then Harrison is possibly an even bigger jerk than T.O. and not the class act that many of us once thought.

He's probably not good, but you have to figure the Giants already know Plaxico and some of them like him (especially the ones who've come out and said "heck yeah I want Plax to come back"). Burress is probably most responsible for the Giants' failed last season but Owens has caused guaranteed tumult and misery literally everywhere he's gone.
You can count my Bills out, no way we can afford him. You can count the Cardinals out as well. If Matt Millen was still in charge, I'd say the Lions, but he's gone so I say not there either.
A darkhorse.....I'm thinking he'll land with the Chiefs. When you think about it, the Patriots brought in Randy Moss and that worked out well. It's possible that Pioli may bring in Owens and see if there can be a repat of that success. Further, Haley won't put up with things if Owens goes over the top. Something to think about.

Honestly, the only teams to take a chance on him would be the desperate or the veteran heavy teams with a strong QB and strong coaches that need a WR. Teams that are strong at WR, have a young QB/WR they do not want near TO or teams that already have a major headache player would be out. So the run down goes:
AFC East Pats - No - TO and Moss would be interestng but they don;t need him. Jets - No - They need to work on chemistry and there is no stable QB there. Bills - No - He would never go there Dolphins - No - Parcells would not go there again
AFC North Steelers - No - Don't need him Baltimore - Yes Cincinnati - No - Already a mess without him Cleveland - No - Rebuilding
AFC South Jacksonville - Yes Indianapolis - No - Don't need him Houston - No - Don't need him Tennessee - No - Could use him but would not disrupt the team chemistry
AFC West San Diego - No - Already a potential headache with LT Oakland - Yes Kansas CIty - No - Would not want him near Cassell or Bowe Denver - No - Already dealing with Marshall
NFC East Giants - No - Dealing w/ Burress + too many young WR Redskins - Yes Cowboys - No - Obviously Eagles - No - Obviously
NFC North Green Bay - No - Don't need him Minnesota - No - Childress won't go there again-would he? Chicago - No - Not their type of player Detroit - No - Need to rebuild

So, unless a team dows something against their norm or an injury pops up before he signs, it looks like the only viable options are: Baltimore, Jacksonville, Oakland, Redskins and Buccaneers. Knowing Owens, it will come down to the following:
Winning - If this is the case, he signs with the Ravens or Jaguars. The fear of Ray Lewis makes him toe the line and he behaves for two years in Baltimore while a strong veteran team in Jacksonville would do the same to a lesser degree. Revenge - If this is the case, then the Redskins. He plays the Eagles and Cowboys twice and can stick it to them Money - The Raiders. Shock - The Bucs. But only if Garcia is not there.
I think he will go to the Ravens. They will give him a two year HEAVY incentive cntract. Either way, I hope it is a quick signing so this does not get drawn out like the Manny situation.

Except that would mean the Ravens just decided to forget that they had traded for T.O. in 2004, only to have T.O.'s people find a way out of it so he could get traded to the Eagles instead. I can't imagine the Ravens would have any interest in going there again for a guy who isn't as good as he was five years ago.

I could see the Patriots taking a flyer on him. Figuring that they were able to pull Randy Moss into line. They pulled Corey Dillon into line. The B&B boys might feel that they could keep him on the leash for a year or two, and that the combination of Moss and Owens might be so lethal that no one could stop it.
Not saying it would happen, but I wouldn't be too surprised by it.

No way the Jags sign him, especially now with new GM Gene Smith in place, who is all about the draft and isn't willing to spend exorbitant amounts of money on free agents (Sean Considine being the only signing thus far). This isn't the same team that handed out wads of cash to Jerry Porter and Drayton Florence last year.
Here is an interesting blog running down the divisions to see where Owens may fall. Not surprising, there does not seem like a lot of teams that will go for him. Seriously, for those who didn't choose to pour over every TO/Eages story froom a couple years back, that particular reationship had soured to the point where TO woud fall asleep in team meetings or drift off, at which point Childress would sarcasticaly "Hello" him until he got a response (which wasn't always positive).
Childress has seen first hand what he can do to a team, and TO is......TO, so the chances of both men putting their differences behind them and moving on would seem low.
If they REALLY want an aging receiver whose production dropped in 2008, they could always go after Torry Holt. He's hankering for his release from the Rams, and has the notable advantage of not being a pure-bred wanker ;)
It's a hell of an offseason when Owens, Harrison, and (potentially) Holt hit the free agent market. I think the Cowboys would benefit big time from taking Marvin Harrison, but that's just me.
I remember when Drew Rosenhaus said that the Cowboys wouldn't be dumb enough to release Owens after signing him to a lucrative extension a year ago. I didn't think they would be either. How is this move supposed to make the team better? Sure, you have a malcontent in the locker room, but now he's in position to become the NFL's answer to Stephon Marbury. He's not SO bad that paying him to stay home is the best option. This could have been worked out. It's not like he isn't productive and it's not like he's constantly getting in trouble with the law or anything. He's just a clown, but he'll still win you games. I don't like this move. And anyone who thinks Roy Williams is the answer is kidding themselves.

I understand why UCF would be a good fit for the league. I just really, really can't stand their fans. They're 2-36 (or something like that) all time against BCS conference teams, and have never beaten one with a winning record.
