There's a lot 140 pounders who seem to be doing well hanging out in the second tier, fighting in their hometowns, and making money. Hatton, Cotto, even Gatti to some extent. I guess after Tszyu-Mitchell happens things might become a little clearer. That division is rife with potential FOTY candidates.
In related news, who new Michael Buffer spoke decent Spanish? I was strictly expecting him to Alex Trebek it, but he did pretty good.

He was 9 pounds overweight last Monday and he sheredded them like nothing. He is the future of PR boxing no doubt. A Tszyu/Cotto fight would be an early runner for FOTY. The undercard was pretty solid also with the Santos/Margarito fight stopped on the 10th on an deeeep cut cause of a headbutt. Santos won, but Margarito was really pounding him in the late rounds. Good couple of months of boxing coming up if Mayorga can get out of jail!

Before we see Kostya face Cotto, we still need Mitchell vs. Tsyzu, and personally I would like to see Hatton vs. Gatti, winner gets the winner of the other fight. Arturo has earned his crack at the top of the division. Also, isn't Mayweather fighting at 140 now?

I think Floyd has earned his spot, that if he said he would only fight the winner of this mini-tournament (a great idea, IMO) instead of being part of it, I'd have no problem with that. Floyd-Gatti, Floyd-Tszyu, and even Floyd-Hatton are VERY appealing matchups, especially if one of them has beaten two of the others.
(Floyd-Mitchell, not so appealing, but maybe if Mitchell beats Tszyu I'll feel differently.)

If he does, him and Floyd are top-tier, Mitchell, Gatti, Hatton, Harris, and maybe Cotto and Spadafora are second tier (along with some others that might step up or even drop down). Let the second tier guys fight a couple amongst themselves to get a shot at Mayweather or Tszyu. There's zero reason for Tszyu to fight Floyd. If Tszyu doesn't have it, Mitchell and Mayweather should fight it out.
