It may have some restricted programming - as a not too close an example the NFL Network in Canada is not allowed to play games when they appear on other networks. They end up with a screen of scores and radio reports on game day until Gameday starts playing.

My mistake. I was paraphrasing from the same article that told me Conan wouldn't be on TBS in Canada. Either I misunderstood or maybe Quebec is different?

It very well could be different in Quebec - there are enough things that are. It may simply be that TBS is not available on cable but is on Bell's satellite system - which would not be a CRTC thing but a cable band-width/choice thing.
The one key rule with packages in Canada is that you have to pair a US Channel with a Canadian Channel - which might explain why we have TSN, TSN2, Score and Sportsnet 1-4
I guess what I should have said about NFL Network is that when they have an NFL Network game it actually plays here on TSN and not on the NFL Network.
