What the hell is fiscal revenue? Is there a non-fiscal revenue part of the equation too? Maybe the non-fiscal revenue is generated through unemployment? Yeah, that's it.

Maybe non-fiscal revenue is, like, livestock. I guess he wants to shift California away from a hog-and-steer based economy, which is probably a good thing since they can get kinda stinky.
