I spent most of last night playing this, and it's not genre-breaking or anything, and so far not up to a GTA type of level, but it's fun enough.
Giving the wedgies is a nice change of pace from my own experience in high school, and you gotta figure that's what they were going for.
As far as behavior the media will want you to think will sink the moral level of our youth, the pranks and mischief are the kind perpetrated by early Bart Simpson, plus kicks to the junk.
Basically if you've lived through, or are living through middle school, you've seen worse.

Just because the GTA people were making a game about school meant that it was going to be Columbine: the Video Game. First game in months that I'm interested in, actually.
