Also note Foley's comment in "Foley Is Good":

As a babyface, it was tough to leave a lasting memory when the guy was always waiting with some stupid comment designed to get himself over."
You have to remember that Foley hated WCW, even bookers like Flair who didn't know the talent. And at that time in WCW the only good promos were about four months apart. They didn't really let Foley or people like Austin get in good mic time. Listening to "the Brain" I always thought he was trying to entertain the fans insted of getting himself over. He did get stale at times, but who didn't. If his voice is okay, I would take him over Lawler everyday of the week.
I agree totally that the A-team is by far out performing Lawler and JR quality wise... JR and the King totally need to be replaced. Jerry anyway. But why does it have to be someone known? The WWE really NEEDS a solid heel color man (they seem so afraid of making heels legitimate threats lately though, I am not sure they will ever go that direction- Brock the only exception) why can't they take some kid no one has ever heard of who happens to be a great speaker, train him to be 100% heel (not like the King, more like Jesse), and throw him out there with JR for a while, or another known commentator. I mean, as much as I despise HHH, the angle would be far better if an announcer talked about how right HHH is, and how terrible HBK is, etc. It just makes for a more entertaining program...
