The Rock needed to be back in time for Wrestlemania, and needed to do some promos before hand. Triple H getting back so fast wasn't that bad but considering that Austin didn't actually win the Surivior Series main event and Triple H beat him two out of three falls( Though the last one might have been escaping a cage) at No Way Out it didn't make sence for Austin's character to team up with Triple H and become the Tag Team Champions with him even if he was a heel.
That's the problem that I have with that.
As for Stephinie's credability, if you're referring to the second Kurt Angle, Kurt Angle's book It's True, It's Truereveals that it was actually Vincent K. McMahon's idea.
