Maven wasn't drafted the hardcore title was. Vince just wanted to prevent Flair from getting all the titles.

I think some of the titles may change up on Smackdown. Looking at Flair's roster, the Hardcore title would be more at home there, so I'd have Raven or someone take out Maven for it. And the Euro strap should find it's way onto the SD roster, as the secondary straight wrestling title.
