Actually, spring comes on time if he sees his shadow (or as it's referred more often, "6 more weeks of winter"), but if he doesn't see his shadow, it's an early spring. The folklore with this was whether the groundhog would come out of hibernation to explore the outside (meaning he was now out of hibernation, signaling the end of winter), but that he could be scared of his own shadow, which would send him scurrying back into his hole, where it would hibernate for another 6 weeks.
