As of right now...
Since we started the recognition (28 Feb 2002), a user of the day has been selected 3416 times.
2021 different users have been named user of the day. Current highest userid is 3331, so (doing math in head) that means there's about 1300 folks who haven't been randomly selected.
http://the-w.com/wotdlist.php/sort=id says that The Genius (user #9) holds the honours for the oldest account not selected. (Technically, infinitium (user #3) could make an argument, but he was ineligible as an admin for many years.)
So, to answer your question....I'd say "yeah."

I've been around 9 1/2 years (WOW,) or 3456 days if you like things that are coincidentally in precise order, and nary an honor randomly thrown my way.

I estimate that someone who has been a member since The-W of the Day started (February 28, 2002) has about a 20% chance of never being W of the Day through now. There were 458 members as of midnight on that day, and 110 of those people have never been W of the Day, so that gives an actual percentage of 24% who have not been (though to be 100% accurate, everyone who is not eligible should be excluded from that calculation). Currently active users who joined before that date who have never been include AlbySure, Java, DrewDewce, bash91, spf, EddieBurkett, billnopus, Big Bad, Eradicator, Joe_G, snk, Madame Manga, Shem the Penman, Torchslasher, PeterStork, LennyAaronRoxx, Mr. Heat Miser, and AWArulz. Also thecubsfan, Lise, Bullitt, StegDutchie, and RYDER FAKIN, but it sounds like CRZ was saying that they weren't eligible for a long period of time?
