If they believe the public would accept Hassan as a legitimate contender so shortly after he was beaten by Cena on RAW in a match that would make a glorified squash on Superstars in '88 seem like a 1 hour draw, they could find a way to make a former champion in Orton look like a serious contender.
Sometimes it isn't rocket science. One sneaky RKO and one "I'm supposed to be where you are, not you" promo should do the trick quite nicely.

The fact that Orton -- little rail-thin Orton -- took everything Taker could dish out at the PPV and almost win should do a lot to cement him as a contender. I'm no fan of his, and the way they booked that match came as close as possible to converting me. But it also underscored to me that Taker is getting older and more vulnerable (all of this in-story, of course), and it's a just matter of time before some new pup takes down the alpha dog.

Agreed. There's also the line of reasoning that you really need to have big title matches on one of the biggest shows of the year. Booking Cena/Hogan vs. HHH/HBK at Summerslam would be like having a tag team match headlining Wrestlemania instead of a title match. You're supposed to blow off feuds at this show (though that formula hasn't always been followed), not insert placemats for other developing feuds. I mean, they shouldn't (and won't) waste a big match like Hogan/HBK on a minor (re: bland exclusive) PPV, and in this age of big weekly TV shows and monthly PPVs, you can't expect the fans to sit on their hands until Survivor Series in November waiting for the match to happen, especially since it's likely that Hogan won't be around every week until then and/or as Matt pointed out might decide to walk once he decides he doesn't need the publicity.
As for Cena/Jericho, I see no problem with them having the blow-off on RAW during the brand's PPV off-month. They can easily do Cena/Edge at Summerslam, do a program with HHH, end the year with another Cena/Jericho feud to build up to the Rumble, then rekindle Cena/HHH for Wrestlemania.

Of course, I'd also like 'Taker to finally lose at Wrestlemania in an Exploding Casket Match against Hassan, where the loser is stuffed into a casket and detonated. Then the Undertaker can take a break and make one final comeback before retiring.
Also, does HHH want to come back as a face and form a good guy version of Evolution with Flair and champ Cena just so he can treat Cena like his personal Sting? | hhhgamewmx7

Its not like they haven't done this before. Austin and Triple H feuded on and off for a year and a half and then all of a sudden Trips nails The Rock with a sledgehammer and the Power Trip is formed. Even though it was silly in logic I loved both the feud and the team. I wouldn't mind seeing HBK and Trips team up again and throw back in some DX music and they are set.
