So I'm over here at a friends house and I'm going through his mp3 files and I pick a bunch of stuff to listen to. I start that going and then I go to open IE and the music starts slowing down like I'm in a lowrider with the hydrolics and the vibrating windows. I'm freaking out here and Joe says it's been doing this for a while now since he erased his hard drive and replaced win98 with XP, which is just plain retarded cause XP sucks, anyway I go and get rid of XP and put win98se on here and it's still doing the same thing, only now I'm also getting some odd static feedback from moving the mouse and opening other windows.
My question is WHAT the FUCK is going on here? Has anyone else had this problem before and if so what did you do to fix it?
Thanks for the help.

That is... frightening. Of course, who am I to comment since I grew up in a town named Battle Ground whose claim to fame is that there was a battle there in the War of 1812 and that it is where William Henry Harrison started his Presidential campaign.
