So I'm over here at a friends house and I'm going through his mp3 files and I pick a bunch of stuff to listen to. I start that going and then I go to open IE and the music starts slowing down like I'm in a lowrider with the hydrolics and the vibrating windows. I'm freaking out here and Joe says it's been doing this for a while now since he erased his hard drive and replaced win98 with XP, which is just plain retarded cause XP sucks, anyway I go and get rid of XP and put win98se on here and it's still doing the same thing, only now I'm also getting some odd static feedback from moving the mouse and opening other windows.
My question is WHAT the FUCK is going on here? Has anyone else had this problem before and if so what did you do to fix it?
Thanks for the help.

People say its rigged, but hell, everyone knew going in to that Pepsi 400 that the DEI and RCR cars have always been the best with the restrictor plates. Earnhardt put a lot of time and effort into that part of the program.
