I agree that a face Lesnar could and should have been derived from having to find a way to overcome Angle's superior wrestling technique, but that should only have come after Lesnar (as a heel) actually lost to Angle (as Kurt Angle, his character is now in that Rock and Austin area of being a jerk who is so competent at what he does that we hate to love and love to hate him at the same time).
As SKLOKAZOID said, everything pre-Survivor Series was in favor of the first Lesnar/Angle match having a dynamic where Lesnar was the heel. They've been intentionally holding the two of them apart, so it's clear they want to get the most out of it, but the only way to do so is with an unbeatable, unstoppable monster heel Brock tearing through everything in his path through Wrestlemania.
They were apparently holding off Edge vs. Brock, too, but I don't see any reason why they couldn't have done a longer and more planned out version of the Big Show vs. Edge match from SmackDown at Survivor Series or Armageddon with Brock in Big Show's place. They managed to get a pretty good match out of Show/Edge and until the multi-chokeslams, Edge looked good enough and they protected him. Why not do something similar with evil Brock instead, leaving room for another PPV rematch but keeping Brock's evil streak alive? Let him take out Misterio, too - he needs surgery anyway. And set-up the eventual Angle match by having Brock run through Benoit as they close in on Wrestlemania.
That would leave Brock, as the most evil of SmackDown's heels (so evil that fellow heels the Guerreros are scared to death of him) having gone through Rock, Hogan, Undertaker, Edge, Misterio and Benoit in addition to guys like Rikishi and Henry and he really would have come off as an all-time unbeatable heel. And that would leave only one man to deal with him, the guy who's supposed to be the greatest wrestler in the world. They could have even worked in a bit with Angle leaving to train for the Olympics so he's out of Brock's way (is he too afraid to face him?) so SmackDown people need to go and ask Kurt to come back and make a stand against Lesnar.
I think that would have been the perfect way to keep going with where they were heading with Brock. And when Angle finds a way to beat Brock at Wrestlemania, that's when Brock realizes that he's got weaknesses and needs to redeem himself, and that's where to start with his face turn in the manner that Excalibur was talking. They just jumped the gun without sending heel Brock against the guys they were holding off.
Also, in my scenario, I'd have the badly beaten Benoit call Angle into his hospital room and offer Angle his SmackDown tights with the wolverine bones on them as inspiration, and have Kurt say thanks and then throw them in the trash because they're the worst tights ever.
