My only guess is that before 9/11, our biggest reason to deny a visa application was if we were afraid they were only coming to America to sponge off a couple free social services, so the visa inspectors (or whatever their called) got real complacent(sp?) at their jobs.
Not that that's any excuse, that's just my guess. | kazhayashi81

I can see room for amibguity on some of these, but that leads to two questions:
