D'Lo actually wound up winning the IC title from Jarrett and was the first Eurocontinental Champion. They had a rematch on some PPV in '99 (Unforgiven or something like that - one of the fall ones), and Jarrett won both titles back when Mark Henry turned on D'Lo for whatever reason. Jarrett rewarded him with the belt the next night on RAW.

At Summerslam 1999, Jeff Jarrett, then IC champ, had a match with D'lo with both titles on the line. During the match, Mark, presumably maddened by jogging and steamed vegetables, turned on D'lo and hit him with one of Jeff's guitars, allowing Jeff to pin him. On Raw the next night, Jeff gave Mark the Euro belt as a reward for helping him. The ensuing D'lo/Mark feud was, of course, the drizzling shits, but fortunately ended quickly when D'lo won the belt back. | chazworthington

He won the IC title from Jarrett in a title for title match on RAW a couple weeks before. Jarret won both belts that night, then awarded Mark Henry the European title the next night.

D'Lo was the first to do the hailing thing, and Lawler always sold that well.. 'The people of Helsinki are so proud of him!'

God, the summer of 99 was completly screwed up in terms of coherent feuds
I seem to remember a timeline something like this:
Jarrett wins the IC title from Godfather
Jarrett feuds with Shamrock leading into the KOTR If they ever blew off this feud on TV, I don't remember it (other than the KOTR qualifying match on HEAT)
Jarrett loses the title to Edge at a house show the day before the July PPV, with the storyline being that he was expecting Ken Shamrock
Jarrett wins the IC title back at Fully Loaded 99
Jarrett loses the IC title to D-Lo Brown on RAW, 2-3 weeks before Summerslam. Jarrett and Debra tease that they are having problems. And wasn't Austin stunning Jeff around this time? Didn't that actually begin at Fully Loaded 99?
Jarrett wins both titles from D-lo at Summerslam when Mark Henry and Debra "swerve" D-lo
Jarrett posts an open contract for an IC title match, and Chyna signs it
Jarrett feuds with Chyna right up until he leaves the fed, finally splitting with Debra by the Unforgiven ppv (?), and drops the IC title to Chyna in a good housekeeping match
I think this is more or less correct

I don't even think WWE is shown in Portugal, well I'll find out late August when I go on my European vacation. But I'm guessing it's going to be a very sad time for the locals across the pond with the title being vacated and all.
Kurt Angle had one of the most amazing lines I've ever heard when he was Euro-Continental champion when he said "I am the only Euro-continental champion... well except for D'lo Brown but we all know he doesn't count" Ouch I actually thought that was one of the stingiest lines ever.
One good thing about the Euro title is that one of the few times that a Lawler schtick that I actually enjoyed, when he'd put the first letter European emotion to a European city, for example "They Love him in Lisbon" or "They Adore him in Amsterdam"(that would probably be for RVD.*lol*) or when a heel loses "There Crying in Copenhagen" or "They must be Mad in Madrid". I thought that was a pretty smart touch by Lawler and Ross.
