Yes, the logic was that if they showed the WWF scratch logo, that would be confusing to fans because it's essentially the same as their current logo. (Hey, if we're assuming that the fans can't tell the World Wildlife Fund from the World Wrestling Federation, I suppose it's possible.) Since they aren't using the block logo as a current logo, it's acceptable.
Note that this seems to imply that if at some point WWE gets rid of the scratch logo, then they should be able to show the old scratch logo unblurred in archival footage.

It doesn't imply that because the Wildlifers (owning the rights to the initials WWF) agreed to let Vince keep using the blocks, but were never consulted about the logo change and Vince's arrogance led to us having to say "WWE."
