It says on the website that he "turned pro" in 2004. So it's someone just taking the name. I wouldn't be surprised if the guy's just trying to pay homage to Jerry Lawler, not realizing that Lawler's kid has used that name in the past.

I believe you do see some so-called "rip off" characters in smaller independants. A few years ago the local access cable channel in my town was showing some wrestling at the area's K of C hall. One of the wrestlers went by the name of "Dark Vader" and he was dressed up like Kane.

Chaotic Wrestling includes "Hurricane" John Walters. (BTW, that's where Christopher Nowinski is, so I wonder why he's not part of the Intellectual Properties heel stable?)
Azteca Pro has "the Hitman", "Rian Idol"
ECCW has "dropkick Murphy" who plays a John Cena characer, "Disco Fury", "ladies Choice" (Jeff Jarrett)
North American Championship Wrestling has "Nobleman" Lord Everette Devore,
Deep South has Black Jack - another Cena send-up.
