The Flames have been claiming for years that Harvey the Hound was the NHL's first full-time mascot, joining the team in 1984.

I only know this because in the 2003-4 season, I went to a game which proclaimed it was Harvey the Hound's 20th birthday. The 16th of February, 1984 was the debut of Harvey.
