Nottingham is a planet, and pretty much all of the characters are the same. Robin still steals from the rich and gives to the poor, and he likes to fight in hand-to-hand combat and with a staff. After he beats up the hapless Sheriff of Nottingham's soldiers, he laughs heartily. Little John is the stupid muscle, Will Scarlet the red-headed rogue, Maid Marian the leggy hottie.
There was always a peculiar bumper they showed featuring Friar Tuck. He was at a buffet table, and he would take a bite out of one piece of food, and then throw the rest behind his back.
I believe this was one of those crazy Canadian late 60s drug-induced cartoons, along with that psychadelic Spider-Man one.

I've totally come in late on the whole Rocket Robin Hood thing. Being from the US, I'd never heard of the show at all, but on a trip to Toronto I caught an episode of the classic '60s Spider-Man cartoon and thought "Wow, Canada's cartoon channel knows what it's doing." I settled in for what I hoped would be a block of the old-school Marvel cartoons. I was presented with a animated shot of deep space. Yes! The Fantastic Four!
Suddenly this weirdo in a jetpack flew around to haunting medieval lute music, and I have never been so completely disappointed in my life.
Rocket Robin Hood is easily the most cracked out show I have ever seen. (And I've seen The Robonic Stooges.) I can generally blow the mind of any American I meet by explaining his mission to "rob from the cosmic-rich, and give to the astro-poor." Canadians, on the other hand, are completely unfazed, and just start singing the bitchin' theme song. | The Thrill

Thanks a bunch! Now I've got that running through my head, along with all the other cheesy (likely Cancon) cartoons this was grouped alongside with in the 80s. Namely, Wizard of Oz, King Kong and Hercules . I can't remember them completely, so they kind of flow together. It starts as you mentioned.
"Where streets are paved with gold, and no one ever grows old This mighty ape can be a friend of man - At the side of Hercules!"
