I'd guess if HBK wins and can't go, they'd announce him and the injury and have someone do double duty in the World title match and the Tag Team title match. But that's just a guess off the top of my head.
There's no pre-PPV Heat type show on the PPV schedule; they could let people know on the website or the pre-PPV preview show if they ruled HBK out, but I don't expect they will.

Even if WWE provides x-rays to each fan who voted, it'll still make the whole thing look like a sham to the average viewer.

There's a one in three chance that they'd have to fix the voting to make sure he didn't win the main event slot, but aren't we all fairly sure they've already done that?

You have Edge take out HBK prior to their tag match. Bischoff then forces Edge to team with the runner-up of the IC balloting, who "happens" to be Christian ...
Yeah, it's fantasy booking, but it makes sense ... plus you have a built-in feud for Edge when HBK returns.

There are many factors to consider when deciding how to treat your torn meniscus, including the extent and location of the tear, your pain level, your age and activity level, your doctor's preference, and when the injury occurred. Your treatment choices are:
* Wait to see if it heals on its own, wearing a temporary knee brace and possibly starting physical rehabilitation. * Surgical repair, to sew the tear together. * Partial meniscectomy, surgery to remove the torn section. * Total meniscectomy, surgery to remove all of the meniscus. This is generally avoided, because this option increases the risk for osteoarthritis in the knee.
The location (zone) of the tear is one of the most important factors in healing.
Tears at the outer edge of the meniscus (red zone) tend to heal well because there is good blood supply. Minor tears may heal on their own with a brace and a period of rest. If they do not heal or repair is deemed necessary, the tear can be sewn together using dissolvable stitches. This is successful 90% to 95% of the time in this area.
The inner two-thirds (white zone) of the meniscus does not have a good blood supply and therefore does not heal well either on its own or after repair. If torn pieces float into the joint space, which may result in a "locked" knee or cause other symptoms, the torn portion is removed (partial meniscectomy) and the edges of the remaining meniscus are shaved to make the meniscus smooth.
When the tear extends from the red zone into the white zone, there may be adequate blood supply for healing. Studies of repairs of these kind of tears show varying results. | Texas Kelly

"Torn meniscus" is torn cartilage. Generally not a huge deal -- you get it "scoped" & get on with your life. (Although we (I) haven't actually heard what Charlie's damage was, given the 4 weeks anticipated return, it's very likely that's what his damage was.)
Matt's WebMd information is totally correct, although sounds more ominous than it actually is.
It absolutely does depend on the degree of damage. However, this is not the kind of thing that's career-ending for a pro wrestler. And Shawn's already playing with damage much worse than this.
Its one of those things that can look/seem/feel really bad. (Or, depending on the detalis of what or where, you can hardly even notice you have it. That's just luck.) Its very possible for the torn bit to lodge in the joint in any of various ways to "lock" the knee, or to keep it from straightening/flexing/whatever. And it can really hurt like hell. Sometimes the orthopaedist or trainer can manipulate the knee to temporarily dislodge the torn bit. (Or not.)
But scoping cartilage is bread & butter for orthopaedists. Unless there's something really extraordinarily weird about this particular damage, it's not a huge deal. He'll get it scoped & be back in 1-2 months.
(Just for comparison's sake, this isn't 10% of Matt Hardy's recent knee mess, where he was "working through" before having entire ligaments replaced. That's *much* worse.)

Oh, absolutely -- "big deal" in terms of working tonight -- no doubt, no disagreement. I was referring specifically to "big deal" in terms of longer term & career. Sorry if I didn't make that clear.
