Probably because it's still on the air, in what is essentially a repeat format. I mean, why watch Iron Chef Tuesday at 10 if you can just pop in the DVD and watch it at 8(or whenever). All the stuff that's popping up on DVD now is off the air, or only on in syndication.

They're already having music licensing issues now when airing the Japan shows on FoodTV. The music during the challenger's intro has been changed and since it's difficult to remove Kaga's voice from the original soundtrack, they're using a dubber. Also, the Iron Chef's rising music, tasting music, the music just after the Gong of Fate sounds, and the little piano tune in the judgment segment has been changed. You can find some of those sounds at the Iron Fans site media section.
Then there's the issue of placating fans who want the original Japanese audio track, but I don't think it's easy as a cut-and-paste job.

I just saw ads for the most recent season of all 3 Law & Order series on DVD, before they'd even get to syndication, so I don't know that Iron Chef still being on the air would have any hard and fast bearing on it.

Fuji TV really isn't in the business of putting out DVDs. I seem to recall reading that the phenomenon of TV shows on DVD isn't quite as big a deal in Japan as it is here, so they may not see any money in producing it. There's probably a lot of clearance issues, too, as JALman says. It's sooooo annoying to watch episodes NOW that I saw several years ago with different soundtracks and Kaga dubbed. That ain't right. :)
