The problem lies with their crazy owner...part of the reason they moved from San Diego to Los Angeles in the first place is that Donald Sterling is a mark for the whole Hollywood image thing, so in his mind, playing anywhere but Los Angeles County undermines that.
Even though if they moved to The Pond where they'd have something above third-priority scheduling and a fanbase in Orange County all to themselves, to Sterling that's not L.A. enough for him. | ekedolphin

Payton resigned with the assumption that Shaq would return. So that likely means that Payton will also take off, along with Shaq (trade) and Malone (retirement). But hey, Kobe's coming back, assuming he doesn't end up in jail for the rest of his life.
I wish Kobe would have a little sense of perspective. Last I checked, Payton and Malone came to L.A. because they wanted to play with SHAQ, not KOBE. For Kobe to mount his high horse like this and single-handedly chase off 3 future hall of famers just so he can be handed the ball a little more puts him in definite "Triple H" territory in terms of selfishness.
