Oh wait... if intent of the JD is to stop illegalities and such within the Porn Industry, then why don't they REGULATE THE IDUSTRY? Like it or not regulation is not necessarily a bad thing. Depends solely on the incompetence, and corruptibility, of the regulating bodies.

In an industry that is essentially corrupt and "underground", it would be very difficult to achieve. Look how fair and competent boxing commissions are. Although there are some "big" players, the majority aren't and how do you regulate what is difficult to find?

Sounds like to me this is what they are trying to do. There is no need for new added regulations. The laws they need to enforce are already in place. Now they actually have a regulating body (of 36) trying to enforce them. At least that's what I got out of the article.
