I think saying Page didn't pay his dues is a little ridiculous whether you like him or not. And I'd say you're really idealizing this a bit much, because it's not like a thousand other wrestlers weren't in it for themselves, many more successful than Page, many less successful than Page. Comparing people to Mick Foley is a bit silly since he's such a rarity.
The point is DDP isn't on the same level as the other heavyweight champions. He's not a main eventer. He's a midcarder. It's like having Christian becoming WWE champion. It makes me want to puke. It's a slap in the face to all the wrestlers.
DDP isn't on the same level as what other world champions? Booker T? Booker T never drew a dime, the same as Page didn't.
Also, Page was a world champion five years ago, I think you can stop wanting to puke over it. The company is dead, for god's sake.
When they put the title on Page, it was a bit much, since he had lapsed the timeframe where he was pretty hot and maybe, had it been done right, could've been elevated to that level legitimately, but they were too busy farting around with the established guys (Hogan, Sting, Savage, Luger, Piper). Putting the belt on Page was a pretty gutsy (and stupid) decision, but what else were they going to do with it? Recycle it through the same four-six guys again? It was hardly this grand disgrace that Page got the WCW world title, as he had worked far, far harder than the guys they had been pushing on top.
I agree with you on many of your points, such as he probably should have never gotten the belt, and he got it because of who he was friends with, but the idea - according to Bischoff himself, as you said - was to give him the shot on top, since Bischoff felt he deserved it. Bischoff was wrong. It was not the first or last time.
